We operate in Chuuk, Kosrae, Pohnpei, Yap, Nauru and Guam. Our Nauru and Guam facilities operate under Vital Energy, Inc. We are currently seeking the right candidate for the position of:

Maintenance Supervisor

The Maintenance Supervisor will be responsible for assisting the Asset Integrity Officer and managing Vital’s Asset Maintenance & Management Office (AMMO). This position is also responsible for identifying key areas of asset and infrastructure improvement and effective supervision of Maintenance staff. S/he will report to the Asset Integrity Officer.

Essential Job Requirements

Principle accountabilities of the Mechanic will include:

1. Effective supervision of the maintenance operations

• Appropriate and timely assistance provided to the Asset Integrity Officer for:
o The preparation of accurate OpEx operational and CAPEX capital budgets
o Identifying key areas of infrastructure improvements based on service orders attended to by direct reports
o Formulation, development and implementation of operational and maintenance plans for the Maintenance operations

• Standard Operating Procedures (SOP) for all the major repair and maintenance works developed, reviewed and revised where required

• Effective planning, prioritization and successful organizing of the following ensured:
o Service orders effectively prioritized and managed
Timely completion of work orders delivered with minimal effect on operations
o Work schedules provided for the relevant Maintenance staff
o Planned Preventive Maintenance (PPM) works under the guidance of and in consultation with Asset Integrity Officer
o Required fittings, materials, tools & machinery availability.
o Workforce planning and staffing schedule for the Maintenance staff

• Quality and timely supervision of direct reports ensured
o Sound and timely technical advice provided to the relevant officer ensured
o Technical assistance to relevant officer and Maintenance Staff for all relevant maintenance and repair works ensuring full compliance with Vital’s Standards and OHS Practices at all times

• Work progress for the Maintenance operations effectively monitored and reported to superiors
o Areas of staff performance and service delivery improvement identified and resolved appropriately

• Full compliance with SOP, legislative, regulatory and international standards delivered by staff
o Ensure all the Repair and Maintenances are carried out according to set policies and procedures of Vital and appropriate regulatory entities, etc.
 Work procedures, work personnel are OHS compliant
 Availability of OHS (PPE) gear for workers maintained at all times
 Work area risks identified and effectively mitigated/managed

• Strong working relationships with key stakeholders, including the public, and Vital departments established for:
o Timely and successfully resolution of all complaints by customers within the stipulated timeframe delivered
 Effective complaints resolution/management system implemented and continuously strengthened

• Effective documentation ensured and maintained at all times
o Duly completed worksheets while working with various Vital & hired plant hires in carrying out the Maintenance operations works delivered and maintained

• Robust analysis of Maintenance data collected by staff encouraged and ensured, with well-informed decision making ensured
o Data reviewed, refined and reported to the Asset Integrity Officer with relevant recommendations
o Data accuracy and integrity maintained at all times

• Effective monitoring and recording all Vital’s assets given to Maintenance subordinates delivered

• Timely raising of materials requisition and coordination with stores for timely purchase and delivery ensured
o Material availability maintained at the required level at all times

• Quality research and proposals on innovative processes, technologies etc. that are applicable to Vital’s Maintenance operations led and/or reported to superiors

• Culture of process improvement encouraged within the Unit

2. Effective Human capital management

• Effective oversight and on-the-job training for staff delivered

• Maintenance staff highly motivated and productive

• Training needs for staff effectively monitored in partnership with the Asset Integrity Officer and appropriately addressed in consultation with the HR Office

• Relevant performance measures established for staff, timely performance appraisals carried out and action items (for both strengths and weaknesses) resolved in consultation with the HR Office and other relevant parties

• Disciplinary actions carried out in consultation with the HR Office and in full compliance with all relevant laws, legislations and internal requirements

3. Timely, relevant and compliant reporting

• All internal and external (if any) reporting requirements in regards to Vital’s Maintenance operations fully understood and correctly executed
o Robust and relevant periodic reports prepared and submitted as and when requested. This includes monthly reports as required by Management
o Superiors provided with useful information combined with analysis and interpretation, for the purpose of decision making
o Ad-hoc information request by superiors addressed in a timely manner

4. Teamwork and cooperation
• Cooperation within the team and greater function/department encouraged
• Cooperation across functions/departments ensured
• Collaboration and leadership to achieve relevant organizational targets and goals
• Other related duties assigned by the Asset Integrity Officer effectively and efficiently addressed

Knowledge & Experience

We are seeking individuals with:

  • FSM citizenship
  • Excellent command of English
  • More than 5 years relevant experience or other relevant tertiary qualification with relevant work experience
  • Outstanding communication and report writing skills
  • Must be computer literate (System used: Microsoft Office and Microsoft Outlook)
  • Deep understanding of maintenance operations
  • Experience in Health, Safety and Environmental compliance
  • First Aid Certificate
  • Driver’s License
  • Police Clearance
  • Relevant certifications, registrations, and licenses may be required
  • Automotive Trade Diploma in Automotive Engineering
  • Diesel Mechanic Trade Diploma
  • Plant Engineering Trade Diploma or other relevant field
