We are the largest supplier of energy in the Federated States of Micronesia and the Republic of Nauru, owning, operating and/or leasing eight fuel terminals, forty-five storage tanks and pipeline systems, and a fleet of sixteen bulk trucks and aviation refuelers across Micronesia. We safely manage over 40 ship-to-shore cargo-receiving operations and over 440 marine bunkering activities per year and in full compliance to marine bunkering standards.

Vital is committed to transitioning from fossil fuel-based to renewable-based energies to help combat climate change and the adverse impacts it plays on our environment, and, as part of this strategic shift, is in the process of becoming a major supplier of renewable energy in Micronesia.

We operate in Chuuk, Kosrae, Pohnpei, Yap, Nauru and Guam. Our Nauru and Guam facilities operate under Vital Energy, Inc. We are currently seeking the right candidate for the position of:

CONSTRUCTION SUPERVISOR

The Construction Supervisor will be primarily responsible for effectively leading their designated construction project team to complete construction projects on time, within budget and as per the scope of works, while ensuring compliance with the conditions of the earthworks, road and building construction projects.  S/he will report to the Project Manager.

Essential Job Requirements

Principle accountabilities of the Mechanic will include:

1. Successful implementation of approved construction projects ensured
• Management effectively assisted in successfully delivering the following:
o Development and monitoring of construction budgets
 development of business cases assisted where required
 annual budget achieved
o Relevant construction work plans in support of the achievement of Vital Corporate Plan developed and successfully executed
o Leading and developing a project team to best support Vital construction projects and relevant strategic needs ensured

• Effective guidance to Project team members on management’s directive in overall project direction during all phases of a construction project

• Potential risk identified and communicated with appropriate mitigation measures identified and submitted to the Project Manager

• Quality, effective and timely project execution delivered
o Daily construction works effectively supervised and relevant guidance provided
o Successful completion of projects ensured and all key deliverables achieved

• Project Manager effectively assisted during the preparation of projects budget, cost estimation, formulation of budget monitoring tools & controls

• Regular and relevant communication and feedback given to project team and other stakeholders and a high level of customer satisfaction achieved

• Other projects related duties assigned by superiors completed

• Timely and relevant support/assistance in civil, mechanical, electrical, environmental and, process engineering for projects ensured. This includes but is not limited to the following:
o engineering activities during site setting and profiling
o timely recruitment of Project Personnel for the construction phase
o Project personnel’s performance monitored and proper guidance given when appropriate

• Quality, timely and relevant construction update reports submitted to superiors for informed decisions

• Other projects related duties completed within time, budget and as per scope of works

2. Human Capital Management
• Effective human capital management, mentorship/coaching ensured and encouraged
o Direct reports and construction project staff are highly motivated and productive

• Training needs for staff effectively monitored in partnership with the staff and appropriately addressed in consultation with the HR Department

• Relevant performance measures established for staff, timely performance appraisals carried out and action items (for both strengths and weaknesses) resolved in consultation with the HR Department and other relevant parties

• Disciplinary actions carried out in consultation with the Project Manager HR Department and in full compliance with all relevant laws, legislations and internal requirements

3. Timely, relevant and compliant reporting
• All internal and external (if any) accounting/financial reporting requirements fully understood and correctly executed
o Robust and relevant periodic reports prepared and submitted in a timely manner. Reports include but not limited to:
 progressive reports prepared and submitted daily and periodically
 Updated reports submitted to Manager Projects for the preparation of briefs for CEO’s briefs
 Budget variance and other variance reports submitted in a timely manner
o Superiors provided with useful information combined with analysis and interpretation, for the purpose of decision making
o Ad-hoc information request by superiors addressed in a timely manner

4. Teamwork and cooperation
• Cooperation within the team and greater function/department encouraged

• Cooperation across functions/departments ensured

• Collaboration and leadership to achieve relevant organizational targets and goals

• Other related duties assigned by the Project Manager effectively and efficiently addressed

5. Organizational values upheld and practiced
• Support toward the alignment of deliverables to organizational values and strategic directions ensured

• Organizational values and good corporate and governance practices are complied with in delivering outcomes ensured

S/he is to ensure that all tasks performed are conducted in a safe manner and in accordance with the company’s operating procedure guidelines.

Knowledge & Experience

We are seeking individuals with:

 Essential: Desirable:
  • FSM citizenship
  • Excellent command of English
  • At least 3 years’ experience in project/construction management
  • Familiar with the relevant Laws, Regulations and Standards would be an added advantage
  • Completed Project Management Training and have the knowledge in Project Management software
  • Advanced qualitative/quantitative research skills: ability to plan and implement research projects on time and within the budget with minimal direction
  • Proficiency in Microsoft package
  • Excellent organizer and communicator with a proactive and friendly attitude
  • Strong analytical and problem solving skills with the ability to work independently and to prioritize work objectives to meet tight deadlines
  • Ability to work under pressure, work extra hours, travel when necessary
  • Driver’s License
  • Police Clearance
  • Degree in Civil Engineering
