We are the largest supplier of energy in the Federated States of Micronesia and the Republic of Nauru, owning, operating and/or leasing eight fuel terminals, forty-five storage tanks and pipeline systems, and a fleet of sixteen bulk trucks and aviation refuelers across Micronesia. We safely manage over 44 ship-to-shore cargo-receiving operations and over 447 marine bunkering activities per year and in full compliance to marine bunkering standards.
Vital is committed to transitioning from fossil fuel-based to renewable-based energies to help combat climate change and the adverse impacts it plays on our environment, and, as part of this strategic shift, is in the process of becoming a major supplier of renewable energy in Micronesia.
We operate in Chuuk, Kosrae, Pohnpei, Yap, Nauru and Guam. Our Nauru and Guam facilities operate under Vital Energy, Inc. We are currently seeking the right candidate for the position of:
COMMUNICATIONS OFFICER
The purpose of the Communications Officer (CO) is to ensure that the Company has seamless and timely communications internally and externally. S/he will work independently on a number tasks, but is also part of the Corporate Team. S/he will deal with a wide range of people from all levels within the Company. The CO interacts with other relevant external stakeholders and organizations, the public and the media, including television, radio, newspaper outlets, and others. S/he also spends time working with designers and suppliers.
The role of the CO also entails developing and implementing an organizational communication strategy to the public and work closely with the internal team to ensure consistent messaging is provided. S/he is to ensure that all tasks performed are conducted in a safe manner and in accordance with the company’s operating procedure guidelines.

• Design, implement and monitor organizational communications strategy, adjusting as required • Align company’s content with organizational communications strategy • Develop the Communications Program and manage projects to deliver intended results • Coordinate the marketing and promotion associated in the production of communication materials. Provide advice to management on design concepts • Coordinate project plans to ensure effective communications are developed and maintained with stakeholder organizations • Coordinate project plans to ensure effective communications are developed and maintained with the local community • Attend meetings or conferences as a representative on behalf of management staff unable to be present • Provide media with project updates as required |
Internal Communications |
• Assist in the editing, design, and distribution of staff content. Collaborate with relevant departments to ensure view of organization is holistic • Address and create room for feedback and discussion. • Ensure organizational urgent communications are sent out in a timely manner. |
External Communications |
• Manage corporate identity, publications, and media notices for organization • Maintain templates, other digital assets, and organizational style guide, including photographs • Create stories, speeches and presentations as necessary to promote the organization • Proof all communications / publications before release • Attend events of relevance to Vital group and take images where appropriate • Establish and maintain an effective stakeholder database |
Qualifications & Experience

• University qualification in English, Communications, Public Relations, or related subject • Minimum of two years’ experience in a comparable role • Flexibility (there are many different crises happening at once) • Computer, desktop publishing skills, experience in web design • Creativity to communicate in different ways • Excellent interpersonal skills • The ability to form and maintain relationships through teamwork and networking • Strong creative writing • Strong creativity in designing • Strong grasp of language • High quality computer skills • Brand development experience | • At least three (3) years of work and job experience in various media, writing, journalism or other related fields • Have a solid network and experience in working within the Micronesian/Pacific region • Experience in petroleum industry • Project Management certifications • Excellent organizational skills • Relationship management • Persuading and influencing key decision maker |
