Coconut Sector Development

The Vital Group acquired responsibility for coconut development in the FSM under Public Law 18-68, also known as the “Coconut Tree Products Act of 2013. Our Coconut Industry Development Unit (CIDU) located in Pohnpei began operations in 2014.

The Production and Quality function of the Vital Group draws focus on manufacturing for distribution that covers the processes involved from handling of raw coconut materials to producing final desired product.  We undertake result-oriented planning, enterprise risk management for quality assurance, inspections and monitored operations and timely maintenance inspection of Vital assets involved.

The Participant Guarantee System (“PGS”) allows provision of registered suppliers of raw materials.

Coconut National Export Strategy (CocoNES)

The Federated States of Micronesia Coconut National Export Strategy (CocoNES) 2023–2028 is an official Government strategy designed to transform the coconut sector into a sustainable, export‑viable industry. Developed through extensive research and stakeholder consultations across the four FSM States, the Strategy presents an overview of coconut-sector trade performance and sets out a detailed, prioritized Plan of Action for strengthening production, processing, coordination, and market readiness.

Vital/FSMPC has a central role in CocoNES. The Strategy sits under FSMPC’s Coconut for Life Project and notes FSMPC’s mandate to increase the value of the coconut sector. It also describes implementation support functions through the Strategy Management Unit/Secretariat—covering coordination, progress tracking, communication, and reporting—to help drive delivery of priority actions
