Vital FSM Petroleum Corporation (Vital FSMPC) provides the following 24-hour update regarding the impact of Typhoon Sinlaku on our operations in Chuuk.

Safe Tanker Discharge Operations (TDO) – Zero Incidents

Under extremely challenging conditions, our terminal team safely discharged approximately 13,000 BBLs of fuel with zero reported incidents, completing operations by 0130hrs on 17 April 2026. This fuel cargo valued at over US$2.5 million is critical to supporting post-typhoon recovery efforts, including power generation and essential services.

Full RecoveryAssets Ready for Normal Operations

The following assets and services are now ready to operate as normal:

  • MV Vital Carrier is mission ready to support with restoration and recovery plans for Chuuk. It is currently on a chartered voyage.
  • MV Seawatch is also mission ready to support with restoration and recovery plans for Chuuk.

Partial Recovery – Aviation, Power Generation and Service Status

  • Aviation Refueling Resuming with Limitations
  • The refueling system is now operational having been utilized to refuel flight UA155 on 16 April, 2026.
  • Limitations on uplift quantities are in place.
  • Product has been prioritized for scheduled United Airlines flights.
  • Full restoration of aviation refueling is expected once fuel can be safely transferred from the terminal to the aviation depot
  • Power Generation Status
  • The Tonoas Power Plant (TPP) has been inspected and is ready to generate power. However, power generation will commence once the Chuuk Public Utility Corporation (CPUC) completes safety inspections and confirms the integrity of the distribution network.
  • Service Status

These services are expected to become available within the next 24 hours, subject to ongoing safety and access assessments:

  • Retail deliveries to service stations
  • Diesel deliveries to CPUC

Customers are urged to confirm their orders by contacting our Key Accounts Manager (KAM) via 9211326 to enable deliveries over the weekend, if possible. The After Hour Service Fee (AHSF) will not be charged for this weekend’s delivery.

The following services currently remain unavailable:

  • Drum Filling
  • Marine bunkering

Prioritization of Supply

During this restoration phase, available fuel supplies will continue to be prioritized to support:

  • Emergency and response services
  • Power generation and utilities
  • Critical infrastructure and essential community needs

Our team will take a well-deserved rest following the safe discharge operation and will return to execute the next phase of recovery plans, including fuel deliveries to service stations and power plants as soon as it is safe to do so.
